In 1918 the Chamberlain-Kahn Act was created to assure the STD (sexually transmitted dieseases) were not spread to the soldiers in WWI. The act gave the government permission to test women who were suspected of prostitution for STD's. Basically, if you are tested for an STD and you do have one, you are concluded to be a prostitute. The affected prostitution throughout the 1920's because women who were prostitutes had to become more safe, careful, and hidden than they did before.
Fort Smith was one of the few towns in America that had legal prostitution. It became legal in 1907 because so many people were a part of it, and it was so popular. To be a prostitute you had to be licensed and be often tested to be sure you do not have any STD's. This was very controversrial, because so many people wanted to repeal the law that said it was legal. People were extreamly against it, or very for it depending on who it was. It wasn't until 1924 that prostitution was not legal any more in the town of Fort Smith.
